The trend of enrollment declines continues to be especially stark among those institutions serving Black, Latino, and Indigenous students and students from low-income backgrounds. Enrollment declines are, of course, only the tip of the iceberg as this disparity has a significant downstream impact on student success. All this contributes to the waning public confidence in the ROI of higher education.
